Who We Are
The WAPDA Administrative Staff College (WASC) is a premier capacity-building institution dedicated to developing skilled, ethical, and future-ready public sector leaders. Established in 2001 with support from USAID, WASC was created to address the growing need for modern management training within Pakistan’s power and water sector.
Operating under the Power Wing of WAPDA, the college serves officers from WAPDA, DISCOs, NTDC, GENCOs, AJK Electricity Department, AJK Power Development Organization, Provincial Irrigation Departments, Baluchistan Energy entities, and the Pakhtunkhwa Energy Development Organization. Our programs focus on leadership, governance, administrative excellence, policy awareness, and professional development across all management tiers.
Since 2022, WASC has renewed its commitment to innovation by transforming its training methodology introducing modern learning tools, blended learning systems, scenario-based exercises, and competency-driven modules aligned with contemporary public sector challenges.

Establishing competence and scholastic-based training programs to infuse management and leadership qualities which transform officers of WAPDA, NTDC, DISCOS and GENCOS at all levels into professional, intellectual and credible leaders.

Our Story
A legacy built through decades of institutional growth:
1977
Establishment of WAPDA Academy Tarbela, providing foundational technical and administrative training.
1986
Creation of the Telecom Training Centre Islamabad, strengthening specialized communication training.
1989
Formation of the WAPDA Staff College to support the Tarbela Academy and expand training capacity.
1998
Establishment of the Audit, Accounts & Institute Lahore under the aegis of WSC Lahore.
2001
Launch of the Power Distribution Academy Islamabad, enhancing training in the distribution sector.
Formation of WAPDA Administrative Staff College (WASC) Islamabad through the amalgamation of all previous institutions marking the start of a unified, comprehensive training institution.
